Under general direction, perform both programming and analysis tasks on systems using the BizTalk or similar integration platform. Evaluate the internal technical needs of an organization and recommend solutions. Define the system and functional requirements. Assess available technologies to create development specifications. Develop and modify internal application, operating, or database systems. Create detailed test cases and may be involved in testing to analyze results. Document all programming and systems changes. Provides technical support and troubleshooting assistance on software application related issues. Maintain configuration management.


Position Location :

This position reports to a Manager, IT.


This position has no direct reports, but may direct or mentor less experienced Biztalk Developers.


To do this job effectively the incumbent has to be in contact with all levels of BCBSLA personnel.


Bachelor’s Degree in Computer Science or equivalent degree. Four years of additional relevant experience can be used in lieu of degree.

Must have a minimum of seven years of Biztalk or similar middleware integration platform experience.

Excellent communication, analytical, and development skills.

Ability to think strategically, balance long and short-term priorities.

Ability to establish and maintain a high level of trust and confidence with clients; establish strong working relationships with business and technology partners at all levels; exercise sound judgment; collaborate effectively with peers, subordinates and superiors.

Must understand the software development lifecycle (SDLC).

Experience with Agile methodologies like Scaled Agile Framework would be a plus.

Experience with automated build and deployment techniques such as Continuous Integration and Continuous Delivery pipelines would be a plus.

Must understand business operations and key business drivers (or aptitude to develop understanding quickly).


Provides technical advice to management and frequently participates as a technical advisor and consultant in management decisions.

Works with Architect level resources in keeping Best Practices and Standards up to date.

Oversees the work of other developers in terms of enforcing Best Practices and Standards around Integration development.

Gather information from stakeholders to document functional, system, and data requirements.

Assess available technologies and create detailed technical specifications or data models for development of new or modifications to existing internal applications or systems.

Develop and maintain internal systems or applications involving a wide variety of programming and languages.

Modify, repair, or expand existing programs, applications, and systems to correct errors, increase efficiency, upgrade interfaces, or improve performance.

Perform testing and analysis on applications and systems to identify problems.

Use development specifications to create detailed test cases. Analyze results of testing to ensure technology solution matches the organization's business needs.

Train or contribute to training of stakeholders and evaluate the effectiveness of implemented technologies.

Research and remain informed of new technology and development tools.

Provide support to the testing team on an as needed basis.

Document system problems and resolutions for future reference.

Provides technical support and troubleshooting assistance on software application related issues.

Maintain configuration management.

Accountable for complying with all laws and regulations associated with duties and responsibilities.

Job Duties are performed in a normal and clean office environment with normal noise levels.

Work is predominately done while sitting or standing.

The ability to comprehend, document, and analyze is required.
